Here's some ideas - how about Nordic Walking Poles to help keep you from falling. They can be used without snow too - even in summer and they help you more 40% more calories then just walking alone.

Another idea is go to a Mall and walk around - some malls even had walker programs where they open early (not the stores just the mall) so folks come in and walk - sometimes even in summer so folks can walk in air conditioning instead of heat.

Indoors - how about one of the those rebounder trampolines. It would be different from walking, but mixing up your routines is a good thing, and it folds up when not in use so wouldn't take up a lot of room.

I am not planning on making any resolutions thus fulfilling my long standing resolutions of not making any more resolutions. That being said, my current goal is to try to figure out how to keep running through the winter. I have no room for a treadmill and I would hate to buy a gym membership just for the treadmill. I am not so worried about the snow as I am about getting injured on the ice.
